How gaming works in Victoria
Melbourne Gaming Venues
Victoria has a regulated system for gaming machines. The Victorian Gambling and Casino Control Commission (VGCCC) oversees venue operator licensing, approved gaming premises and poker machine entitlements.
A venue operator must have the appropriate licence and gaming-machine entitlements, while the premises itself must be approved before gaming machines can operate. For visitors, this means a Melbourne gaming venue is not simply any pub, bar or club: gaming must operate within the Victorian regulatory framework.
The venue itself may offer considerably more than a gaming area. Depending on the location, facilities can include:
- Restaurants and bistros
- Bars
- Sports viewing areas
- Live entertainment
- TAB facilities
- Function spaces
- Parking
- Accommodation
- Community and sporting facilities

- Mail Exchange Hotel
- Golden Nugget
- Players on Lygon

The published VGCCC data identifies these venues as hotel or club venue types and provides their licensed EGM figures.

Terminology
Understanding Poker Machines in Victoria
The terms pokies, poker machines, gaming machines and electronic gaming machines (EGMs) are all commonly used in Victoria. The VGCCC uses “poker machines” and “gaming machines” in its regulatory information, and each poker machine entitlement allows a venue operator to operate one poker machine, subject to the relevant licensing and premises requirements.
Official regulatory information may use “EGM” or “poker machine” rather than the more conversational “pokies”. See our pokies terminology guide for more common terms.
Venue facilities
Gaming Rooms and Venue Facilities
Gaming machines normally operate within a designated gaming area at an approved venue. A larger club may have a dedicated gaming room, while a hotel may have a smaller gaming area integrated into the wider venue. When comparing venues, consider:
- Location, parking and public transport
- Dining and bar facilities
- Entertainment and sports viewing
- Accommodation
- Accessibility
- Opening arrangements
The gaming area is only one part of the overall venue experience.
Opening times
Gaming Hours in Victoria
Victoria regulates gaming hours, and gaming cannot operate whenever a venue is open. The VGCCC sets rules governing when hotels and clubs may legally offer gaming; its current guidance states that gaming may be offered during periods authorised under the relevant liquor licence, subject to the applicable gaming rules and venue conditions.
Before travelling, check the venue’s current trading hours and confirm that its gaming facilities are operating.

Responsible Gambling Information
Pokies are gambling products and involve the possibility of losing money. Victoria requires gaming venues to comply with responsible gambling requirements, including:
- a Responsible Gambling Code of Conduct
- a Self-Exclusion Program
If you choose to gamble, set spending and time limits before you begin and only gamble with money you can afford to lose. If gambling is causing financial or personal difficulties, professional support is available through gambling-help services in Victoria; see our responsible gambling page.
